Suspect Charged Breaching Conditions

New Westminster – December 22nd 2016, the New Westminster Police Department issued an arrest warrant for 58 year old Coquitlam resident Randy Downes. Mr. Downes was allegedly breaching his court ordered conditions after being seen near Queens Park Arena on two occasions. Mr. Downes has multiple conditions stemming from a Coquitlam RCMP investigation that led to charges of voyeurism, possession of child pornography, and making child pornography in October 2016.

On December 23rd 2016, the Coquitlam RCMP located and arrested Mr. Downes who was then transported to the New Westminster Police Department.

As a result, Mr. Downes has been charged with the following offences:

  1. Breach of Undertaking, section 145(3) of the Criminal Code of Canada on December 21st, 2016; and,
  2. Breach of Undertaking, section 145(3) of the Criminal Code of Canada on December 22nd, 2016.

“Mr. Downes has multiple court ordered conditions, and because of the diligence of the public in reporting the breach, our officers were able to identify him and recommend the appropriate charges,” stated Media Relations Officer Acting Sergeant Jeff Scott. “We strive to ensure that our city is safe for everyone to enjoy, and we want to thank the public for their assistance in achieving that goal.”

Mr. Downes remained in custody until January 19th 2017, when he was released on bail with several court ordered conditions.
